You seem to be ignoring that Clinton had a hit out on Bin
Laden, and would've eventually taken him out had he still
been in office.

Wrong. There were plans, but no set date or time. It wasn't
until GWB took office and openly sided with Israel that they
implemented their plans and took action. This was stated by
Osama himself. Maybe they'd have done it anyway, but they
did at least claim it was because of Bush. Although I tend
to believe they would've found another excuse if that one
hadn't developed.
