I'm looking for a pair of good road pedals (up to $200 or
so) that offer both adjustable float and adjustable release
tension. I'll adjust the cleats and shoes I have as needed
to accommodate the pedals. Any suggestions on brands and
models that meet these criteria?

Hi, check out the various Shimano SPD-SL models. I have the
Ultegra version, the PD-R600. The only downside, that I have
found, is that the cleats wear out quickly. I have 2600
miles on the pedals and I am on my third set of cleats. In
your price range look at the PD-R600 or the PD-7800, take a
look:
