Communications during the Tour - Team/Riders?

Am I wrong to think that the riders in the top teams have
helmet radios and keep in touch with their team car, but
allow team-to-team?

Or maybe just the team leader or a designated team member
has a radio?

Pretty interesting finish to the 11th stage today, on going
now 11:08am edt 7km from the finish I thought I heard.
