an untrue wheel can be made true/straight through spoke retensioning.

a bent wheel often can not through such simple means and may require other physical manipulation (after which you may not want to be riding it (metal fatigue and all)) to make it straight. they often won't stay true and then become the "untrue, previously bent wheel" ;)

Sometimes a bent wheel can be made true through spoke retensioning, the big difference is that the spoke tension will not be even across the spokes. This will put undue stress on the spokes which are working to bring the bent rim into true and bad things will eventually happen.
