Is it possible that these uses rollers that I have bought could have a loose belt. These are my first rollers so I dont have anything to compare them to.
Question: Should my belt be easy to put on the rollers or should it be similar to putting on a belt for a vacum cleaner. You know when you sweat, toil, and cuss to get it on? Should it be hard like that?

it should be pretty tight, but there should be some stretch to it when you put it in the grooves of the rollers. And don't store the rollers with the belt installed tight - it will breakdown and snap in a week or so.

So, when you say dont store them with the belt tight, does that mean I have to unscrew the roller and take off the belt after each time I use it, or do you mean if Im not going to use it for a long time? Unless you know of an easier way, the only way to lossen the belt on these rollers or put less stress on it, is to loosen both sides of the roller and then shift the roller into different holes. Im sorry, I hope these arnt dumb questions.

yes, you need to fold them up and store them. You shouldn't have to loosen the bolts...when mine were new I remember having to loosent he bolts once or twice, but not anymore. Usually, you can fold them out and stretch the belt just right so it's pretty easy to assemble them for a quick "roll". What brand do you have? Do they not fold up?
