Hi Vegasbabee,
Dawes is a long-time UK bike manufacturer. Waaaay back in the day (early 80's) my first road bike was a Dawes. They're probably best known for their touring bikes, though (very good rep for these!).
For the price you probably won't go too wrong with the bike you link to. A steel frame will be a little heavier than an aluminum one, but the ride should feel smoother. Don't obsess about the weight for this price.
If you're going for a first road bike, then I would imagine you won't be disappointed (I wasn't, 20-odd years later and I'm still going!) ;)

Oh, missed the "components upgradable?" question. Certainly you can upgrade the components (you can on any bike), but if you're thinking in this direction already, maybe you should look at something a little higher-end (with Shimano 105 components?). It's usually cheaper to buy your components on the bike rather than upgrade later (economies of scale favor the bike manufacturers, I guess).
If you are just starting out, I would say go for the Dawes. Cheap, nice looking bike, "unusual" brand (not Trek, Giant, Specialized, etc, etc, etc). For a begining road cyclist, the components on this bike should be fine.
