You need to look at the effective top tube length of the frame rather than the seat tube size.

I'm also 6' 1" yet my carbon monocoque full susser is an 18" frame while the Giant XTC hard tail I've just bought is a 21" frame. Both have the same effective top tube length.

Any decent bike shop will be able to advise you as to the peculiarities of each manufacturers sizing.
