I received $250 as a gift, and would like to buy (a couple) things for my bike.
The problem is, I don't know what to buy.

Some things I do have:
1. Several bike shorts
2. A couple jerseys
3. A couple pairs of socks
4. Shimano mountain bike-style clipless pedals
5. "Walkable" bike shoes
6. Saddle Bag
7. Cycling gloves
8. Mini-tools and tire irons

So what could I buy for $250 that wouldn't be too redundant? Furthermore my mother has offered to buy me some clipon aero bars, so what would be a decent set to buy that are, say, $100 or less? Thanks in advance, sorry if there is a thread dedicated to these questions.

Sounds like you have the essentials . . . How about spending the money on a biking holiday somewhere you've always wanted to go?

A few ideas...

A used set of aero wheels. Faster on the downhills. I just offered an old set of Rolf Vector Pro's to a friend for $200.

Better shoes. Sidi's are ever so comfortable.

Team jerseys - last year's jerseys are usually on sale. I'm rather partial to the Italian jerseys - made by Nalini so theyr'e very comfy, and lots of Italian writing to confuse the motorists.

Got a computer on your bike? Heart rate monitor? I recently installed a Cateye CDW300, wireless with cadence. Nice to see what my cadence is doing. $110. Some of the low end Polar HRM's are fairly inexpensive, too.

Better handlebars? I blew $225 on ebay last fall and got a set of carbon Cinell RAM bars, used. (Retail, $600) They're molded to fit your hands, and oh so comfortable. Lotsa bling factor too. Deda Synapsi bars can show up on ebay at good prices, too.

I do have a bike computer with a cadence feature.

If I got a new pair of shoes, would I most likely have to get a new pair of pedals as well? The pedals are M5-0s.

Might look into the other suggestions, though. I have Xero XSR-2 wheels, which, while they look pretty nice, I'm not so sure that they are very good (the website doesn't even list them).

Thanks for the advice, keep it coming. At the risk of stating the obvious, right now it seems that people are recommending another set of shorts or new shoes/pedals.

Okay, so I've looked at the Speedplays...on the internet. While they most definitely are very good pedals, I'm afraid I wouldn't be able to afford/use them since I'd have to get new shoes to make them compatible.

However, I have been taken up with the idea of new pedals/ and shoes. Currently, I am looking at the Shimano R6610 pedals on ebay, which I have seen allegedly new for as low as $1.00 (seems way too good to be true, even if S&H are an extra $9...but the seller does have more than 100 positive feedbacks) to around $90 (including S&H). Note: There's another person selling them with a current bid of $2.25 +$6.00 S&H; has a Feedback score of 1103...

I've also been inspired by a review in Bicyling magazine about the Shimano R-130 shoes: $140. If I find that I like those shoes and get pedals for even 90$, that'd leave just a little money left over.

What do you people think of the choices? I know they'd be an improvement over my current accessories, but is it really ~$230 better?

You shouldn't need to get new shoes. THe speedplays do come with an adapter plate for three hole shoes. Very thin. You should be able to put them on any pair that you own.

I was looking at Speedplay Road shoes (the zeros), but realized that they would not be compatible with Shimano M021G bike shoes. While I have bought new road shoes, I don't have enough money for Speedplay Zeros.
