Did Armsrtong use drugs?

I am new to cycling, and had heard the name Armstrong bounced around a couple of times in regards to drugs, and the cyclists that I knew seemed to think it was a given that he used drugs. But I just read this article:

And they totaly balk at the concept.

what's the real deal?

That article obviously came out prior to the revelations in L'equipe.
