Are clipless pedals weighted in a particular way so that no matter where the crank is in its rotation, the pedal platform is always up? So that you can get locked in easier?

Depends. Single sided road pedals such as Look, Time, Shimano, etc will be weighted so that the back of the pedal is lower than the front facilitating ease of entry with the toe. Mountain pedals (such as SPDs) are typically one sided and are not weighted to realign.

Did you mean *dual-sided*? Most of the mountain pedals I've seen are dual-entry and unweighted because there is no need for it.
