Espoire/Jr TT Helmet?

Hey all,

So going through the photos on usacycling's site from the Espoire/Jr time trial, I saw this photo of
(I think) a junior rider with a Catlike TT helmet.

I thought the Catlike TT helmets were just fairings and were USCF illegal?
