I have visited my local second hand bike shop (in SE London) to see if they have any cheap frames.

The guys showed me an old Condor (i reckon around 10-20y years old) in a fairly poor state. The bit I want (frame + forks) looks good though, but he wants £50 for it.

So here's my question - is he asking to much for the frame?

you can easily find a frame fork on ebay for less than that. I don't even know what a condor is...so maybe it's totally bad ass and you should snatch it up...
