Color coordinated shorts and UCI rules

Out of curiosity, have the rules been changed with regard to wearing the shorts registered as the
official team kit, or is it just that the teams are now accustomed to paying the fines? It seems
like every single jersey wearer is putting on special (non-team) shorts.

Yes, they are allowed to wear coordinated shorts.
