i could swear that the UCI TT regulations state that the aero bars may not extend further than the
front hub. i have seen photos in the past of race officials using some sort of measuring gadget to
ascertain the validity of a rider's TT position. and this isn't some attempt to discredit Ullrich
since the photos of Lance and others reveal similar anomalies.

ok, i just found this:

so apparently '+10' must indicate the amount in centimeters that your aero bars may extend beyond
the front hub. well look at that, i have answered my own question.

silly UCI, before you know it they'll have the riders using fixies riding up to Huez, 42x15 anyone ?

aerobars can not extend more than 75 cm forward from the centre of the bottom bracket - unless there
is some morphological reason and then only to 80 cm.
