Putting on a 'Cross Race

We are looking to put on a 'cross race this fall. I have a question for those of you that have
done this.

What is the best way to approach the local park board to get permission to use a park?

How do I answer their questions regarding potential damage, insurance, prize money, disturbing other
users, etc.?
