Have you used a rust converter to treat the inner surface of a steel frame bicycle tubes that you could recommend? Ideally, aerosol type would be the best. Otherwise, whatever you think would work to get into the tubes, including the narrower seatstay tubes.

I think most frames already come with some sort of rust protection applied from the inside.

As any galvanic sprays need some clean metal to work with, you'll have to sand the surface first.

Talk to a panel beater and they'll tell you to put fish oil in your car's dorrs etc to suppress rust. Works good in bike frames too.
