Triple chainring on Tri bike?

I'm considering buying a used 98' Kestrel 200 Ironman Limited Edition with Ultegra 6500 double chainring setup and original shifters (which I've heard have been problematic or fall apart quickly). I'm wondering what the +'s and - 's are of switching out to a triple chainring setup - I'm in SF, California and ride pretty hilly courses/races. What other equipment will I have to change out with this? Any advice?

Also, the price is $1650 (negotiable) for the bike with HED Jet Deep wheelset for racing, and Mavic CXP-30 training wheels, and a Tricosports Ironcase Travel Case.

I was in SF a little over a week ago. I took my bike so I could ride the Vineman Ironman bike course with my boss, who is competing in the Vineman next weekend.

Personnally I don't see how you could live in the city and NOT have a triple. I am 6'3" ~185lbs. and my low gear is a 39/26 and I suffered in the city (no problems on the Vineman course). Once over the Golden Gate things look a bit more managable, so I guess it depends where you will ride.

One thing to consider is whether you will be training on this bike, or is it your racing equipment only. I certainly wouldn't want to be putting in my late winter early spring base miles in the SF area with only a double. The same logic applies to active recovery rides.

Ideally you would probably want a training bike with a triple, and a race bike with only a double, but with something like a 39/27 low gear.
