winter jackets: coatings

Do winter jackets/shells that use laminates or coatings lose their ability to protect against the
elements after a year? two?

I don't want to buy any sprays to 'revive' them. And I don't want to spend $100+ for an item that is
going to fall apart after a winter of running (3-4 months @ -10 to 30 degrees w/up to 20mph winds -
4-5 times a week)
