Are 82mm wheels UCI legal for road races?

Since 2001, over 90,000 cyclist's have joined Cycling Forums to discuss topics from general cycling to equipment, training, racing and travel or vacation destinations (especially in europe during the tour de france). I thought the limit was 65mm but then I saw this:

The info on this seems to be harder to find than I thought :)

The last I heard, the only 'main' requirement was that wheels had to have 16 or more spokes. I figure it's safe to assume that if some of the CSC guys are using 808s in mass-start races, then it's ok

Funny; I read another link which said spokes have to be "made of metal", so what then happens to the carbon spokes on some of the 'fancy' wheels? :)
