I have a 2006 Specialized Rockhopper and want to upgrade the derailleurs and shifters. Is this as simple as just changing them out while using the same cables or is it more difficult than that?

You will need to pull the cables out of the "old" shifters and re-thread them in the new shifters. If you cables and housings are the originals I suggest replacing them.

So, the shifters, brake levers, front derailleur and rear derailleur are just simple take off/put on precedures? Pretty simple stuff? Anything else, besides the cables and housings that I need to look out for?

Mounting positions and correct connection positions + adjustments of the new components... which usually are all detailed in the instructions that come with the new components.
