1. TT bike with 100mm aero wheels/ vittoria corsa evo tubulars
2. Road bike with aerobars and aerowheels/tubulars
3. Road Bike with aerobars and 18/24 spoke wheels with treaded clinchers
any option stick out as best for this ugly situation.......
If you live close enough to ride the course, then try it with both bikes (use your clinchers on both frames) to see which riding position suits the course ...
Choose the wheels on race day (but, you'll probably want the aero wheels unless it is really windy).
BTW. Unless it is an UPHILL only TT that doesn't loop back, you will be faster on your TT bike unless you are uncomfortable on your TT bike -- if you aren't comfortable enough on your TT bike to suffer through the event, then put the TT bike in your trainer & spend more HOURS in the saddle in the TT position until you are.
For the time being, basically, YOU have to weigh the aerodynamic DISADVANTAGE of the ROAD bike compared with your aerodynamic ADVANTAGE on the TT bike ... so, that is why I suggest you ride the course if you have the opportunity to do so.
Choose the wheels-and-tires according to weather condition. How do you know it will be rainy?

In my experience, unless its really, really hilly TT, you will be faster on the TT bike. The aero advantage takes a lot to beat.
Unless its a TT like from the Giro this year, 26% gradient anyone?
Do lots of training on the TT bike so you know how it handles in corners, in the rain etc.
