I have a Cateye ----- bike computer, but the bracket that holds the computer on the handlebar has broke so any significant jolt will knock it out. Specifically, it's the part that gives the final secure "snap in" and on which you push to remove the computer that is broken, everything else works fine. Is there a way to fix the part (i.e. duct tape)?

Only you can answer the question of whether a little piece of duct tape will fix it! That would be my suggestion. Maybe you can use tape to make little shims so the computer is tighter on the bracket when you slide it on, so it won't fall out?
