Can you identify this bicycle/velocipede/thing?

Since 2001, over 90,000 cyclist's have joined Cycling Forums to discuss topics from general cycling to equipment, training, racing and travel or vacation destinations (especially in europe during the tour de france). I went to the Alex rims site to look up a spec, and noticed the odd
vehicle in the top banner/navigation thing of the "specialty rims" page
there. Two rear wheels on a swingarm, complete with two rear
drivetrains, and from the looks of the single front wheel visible in the
upper-right corner--it has four wheels total.

I took a screenshot in case it doesn't always show the same image:

Side by side tandem of some sort, probably with gimbal mounted cotton
candy holders for proper beach path cruising.
