Hilarious - it also prevents them from travelling in "an unlicensed or untaxed car". Am I missing
the obvious here, but isn't that normally true for everyone?
Would they be okay if they switched to handcycles?

Do helmets count as body armour? Have BHIT been informed that teh power-that-be are making it
compulsory for (some) young people NOT to wear helmets?

Can't see why not. According to BeHIT's favourite research they certainly prevent torso injuries.

It's much more elegant than that. They're older than 16, so the Bill wouldn't "protect" them anyway.
But the ASBO means that their bikes are now available to be borrowed by their un-helmeted little
siblings, with the resulting fines falling on these four. Of course, the little siblings might want
to get hold of some body armour before big brother comes after them . . .
