It's a very reasonable deal IF... everything is adjusted correctly (gears, brakes), the tires are ok and not dried out, tubes are ok, bottom bracket and headset are not loose, and the rims are true. In other words $200 is fine if you don't have to put any more money into it. If you have to buy some new parts and get it serviced, it probably is not worth it.
