10 speed cassettee conversion Rolf Vector Pro

2002 Rolf Vector Pro. Used spacer that came with cassette and will not tighten. Used spacer from 9 speed & with limit screw all the way out on derailleur will not reach highest gear.
Shimano spcecs is 1mm spacer. Suggestions?
