Default What 700C Tires for a daily commuter?

For years I have always wanted to ride a bike to work, untill now I had to settle with my motorcycle. I now live about 10 miles from work with some nice hills in between. (San Rafael - Novato) So I found a great used 2002 Sirrus for a starter bike. I'm presently tearing it down and cleaning it up. I will need some new tires and possibly more?

Presently it's got 700x26C tires on it. I know that road tires tend to get flat easily, especialy the nice tracking ones. So, knowing that I need to get to work on time, but I still want a good tracking tire what should I get?

1. What is rim tape?

2. I know specilized have tires some sort of protection, I've heard it's the best, but the ride really sucks...

I commuted to work for many years 9 mi. each way using Michelin tires. I had lots of flats until I put Mister Tuffy tire liners in. Adds some weight to the tire ,but cut down on flats by 75
%.

I ended up getting some Specilized Turbo Armadilos... I know it's old tech and heavy, but from what I hear it's proven. So thanks guys...
