Frame mounted pump, CO2 inflater with 2 cartridges, 2 innertubes, 3 tire levers, glueless patches, Park tire boots, Crank Bros 19 multi-tool, sealed wipes. spoke wrench. Put it all in a Fizik seat bag with their Integrated Cleat System (I.C.S. - integrates the bag to the seat via a built-in quick release mechanism). Blackburn MARS 3.0 tail light on bag. MARS 2.0 tail light on seat post. 2 water bottles on bike and cell phone, money and id in jersey. L&M Vega headlight when riding at night or finishing at dusk.

In the bag:
1x inner tube, 1x bike multi tool, 3x tire levers, my expired driver's license (has current address), train-pass for bike, $40USD, house keys, cell phone, cleat covers.

$40? Man, you must expecting war to break out on your rides. Cleat covers are great call. I'm surprised more folks don't use 'em, considerin' that cleats aren't getting any cheaper. I've always got 'em in one of my jersey pockets. I only take 2 tire levers. If I need more than that, then the tire was never meant to be on that rim (With 2, I can get a new Michelin tire on a Campy Neutron rim, which is an activity in one of the anterooms to Hell.).

patch kit can save phone calls, walking and hitching...

i wrap extra electrical tape to finish the handlebar wrap, its lightweight and can be used to boot a tire or strap something on, computer cables, lights, bandage, etc...

Since my earlier responce, I have been given a Topeak Seat Bag that has a small tool kit in it. There is a small chain tool, a tube patch kit, 2 tire levers, a spoke wrench and a mult-tool with 3mm - 6mm hex keys and screw drivers. These are held in a 1/2 inch upper section of the seatbag. The lower section has room for a tube, inflators, cell phone, wallet, and keys. There is an elastic band in the bottom section for the cell phone to keep it from getting bounced around too much during a ride and other more catastrophic activities that may occur during the ride.
