The riders abandon long before any promoter would take action.

Action that promoters NEVER take. Nobody get 'kicked out' of a Tour de France.

Raimundas Rumsus quietly disappeared after his podium prizes in 2002---w/o much media hype about his wife's drugs.

Dario Frigo quietly went AWOL after his wife & team drugs were arrested in 2004.

Promoters answer to sponsors and underwriters. NOT to WADA, UCI, or fans.

Promoters promote. Dope control is NOT part of that function.

In 1998 the Tour de France Promoters kicked out the Festina Team. In other words, the French ASO kicked out a French team from Frances biggest race.
