Default Rolf Dolomite rear wheel play.

Hi there, I've got a set of Rolf Dolomite wheels that came on my Trek 9.8
The rear wheel has a lot of play (about 3mm at the rim) and I cant seem to get it out.
I've tried to tighten the cones (if you want to call them that)

Does anyone know if there are any online manuals for these wheels, Rolf denies any responsiblity, and Trek has Orphanned them as they now use Bontager branded wheels, (Hmmm weren't these made by Bontrager, with the Rolf name?)
Someone once said that they were Hugi Hubs, but I cant remember if that was just them speculating or they may be talking about the road wheels?
