how to watch the Tour De France online

I downloaded a software program to my computer that allows me to watch the Tour De France online. I use it to watch stuff online because I'm at work a lot, and there's no TV at work.

It's easy to operate and downloads very quickly. The only pc requirements are DSL or cable Internet and a windows operating system (sorry mac users), and it apparently works in any country.

I asked this already during the last Giro (never got an aswer). Is the Eurosport Player on Eurosport Splash accessible to U.S. people? If yes, you can watch Tour de France live online every day for 3 hours for 5 euros (6 USD?) a month??

I live in Dubai and subscribe to tv4expats which gives you access to a VPN in the UK which then allows you access to the free internet TV like BBC iPlayer etc (and also to subscribe to Eurosport iPlayer). The service costs £15 a month but it is better and cheaper than the local TV options I have here. So long as you have a decent internet connection it works well if you don't mind the cost.
