Sorry - I skimmed the article too hastily and missed the reference. A friend
suggests that there's a perception (among drivers, presumably) that many bus
lanes were created primarily as traffic-calming measures, to reduce the
number of lanes available to private cars rather than as a positive measure
to improve bus flow. That would seem to fit with the list of inconveniences
primarily to private motorists.
