GPS to measure time/speed/distance in TDF?

How are they are able to pin-point the time/speed/distance
so accurately for the peloton to catch the leading group by
using a GPS while they're moving? Is the frame frozen
monetarily while it takes a reading? Is terrain also a
factor, (climbs and descents)? -tom

Who is able to pin-point it? I don t understand.

You're kidding right? I can do a better job from my couch in
front of the TV than that. All I need to do is to check the
clock when the breakout passes a place and check the clock
again when the Peloton passes the same place. Besides. What
are those little boxes on just about everybodys left
chainstay? Isn't that some kind of positioning device?
