There is in SPOCO East, which only includes events held on "sporting" courses
as opposed to fast straight in & out courses.

Excellent. This is where TT'ing should be going.

I once too thought that too, and had high hopes. ISTR the first such
SPOCO events were held in East Anglia many many years ago.
But the events have not caught riders' imagination and with *very* few
exceptions events are still out-and-back TTs, even in the East.
It would help if clubs stopped making awards for the fastest riders
whatever the course, and if BAR events were restricted to say local courses.
The requirement to have a fast time to enter some events only
exacerbates the situation.
But the whole basis of TT-ing is so firmly entrenched in so-called fast
times that a complete overhaul is needed.
That can only come from within, and as the 'sport' is failing miserably
in attracting young riders I cannot see that happenning. It is an
old-man's sport.
TTs have their place in cycling - but IMO only as stages within road
races, and then only where the roads are closed to all other traffic.

And in Fife they have a series where you accumulate points for position, not
time. So I even gained a point (I think) when I finished third (out of four)
on a rainy and windy day with a very slow time.
