Not sure how your group works, but above is pretty much standard practice for the club rides here. If 12-15 riders show up, there are normally 3 mini-groups that form up pretty quickly.
This is what my club does and it does it intentionally.

I know its not what your coach wants you to do, but why don't you suggest it the coach
