I've found that fiddling around with the nipples creates more problems than what you started with. The more you twiddle, the harder it is to get the spokes to behave.

This wheel looks like its going to need some rim-hole protection though, otherwise something's going to rupture when you insert the tube.

Very true, and unlike Cranky, I think plugging the rim hole--to prevent flats, of course--would only cause more motion.
