I don't know which was the first : the Pro Tour or the willing of promoting as a whole the major Pro race... we just know that Verbruggen was one of the actor.
Apparently a dutch company had tried to buy ASO races, then probably ASO reacted and has seen Pro Tour as a threat. Maybe their reaction is to keep the control of their races, even if they must buy others.
Other major organisers are certainly worried by that, and seem to have more confidence in ASO than in UCI and his project like cycling formule1.
Sure an organiser will more defends his races than a global entity ready to change his pieces in an other country or to an other race for more profit like it is now in formule 1.

Read McQuaid's speech in Bro Deal's OP on the linked thread. You can perhaps discount a lot of the rhetoric as "slightly" exaggerated, but I think most of the points are valid.

I would like to get an explanation for Hamilton's new look. His hair is longer and frames his face differently, but his facial features really do look different. Did he have plastic surgery? Maybe it's the first step to changing his identity.

He is scary, and he's also been using way too much tanning lotion, his skin is orange... maybe that was to distract from the facial features?

The problem with the ProTour was that Verbruggen went ahead and sold PT team licenses without ever securing a guarantee from ASO and RCS that they would be happy to invite all the PT teams at the expense of having wildcards (ASO have long argued that they need to invite some of the smaller French teams to sustain interest in the race in France and develop the sport by giving them a shot at the big time - those teams haven't always shone but we all know why, don't we?). Heiny bulldozed the ProTour through to secure his spurious 'legacy' and the rest is history...
