The entire entitity we know as USPS cycling team will become primarily sponsored by Discovery Communications, based in Washington DC. Lance Armstrong, as one of the most recognized pieces of the "brand" is contractually obliged to continue racing for the new entity. Of course, given age, accidents, etc, etc, etc, the "best before date" of any athlete is hard to determine.
