Both are great stage races. Both have history and tradition. Both attract top
riders and teams. It would seem your real question is, "Why doesn't the Giro
receive the same attention from the non-cycling public as the TdF?".
It is simple, really. The Tour markets itself better. Better than the Giro *or*
the Vuelta.

Years ago the Giro was widely regarded as a easier race than the Tour. Many
riders would use it for training to get in shape for the Tour. The Giro has
always been a smaller, more provincial affair. The race always seemed to
attract mostly Italian teams and the course layout was often setup to favor
certain riders from Italy. One year, when Moser was leading, they cancelled
a mountain top finish due to snow. Moser was no great climber and this was
toward the end of his career. That move helped him win the race overall.
Well, it seems some curious journalists drove up to check out the pass and
it was completely clear. These days, the race has gotten more serious but
my guess is the old ways are still remembered. The Tour de France attracts
more teams from more countries, gets more coverage so, well, some race has
to be #1.
