"He wasn’t deported after his two previous jail trips and doesn’t want
to go back to Mexico this time, he said.

"People committed worse crimes than that — they don’t get deported,"
Villa said, standing in a hallway in Maricopa County’s Madison Street
Jail in Phoenix.

Villa is right: Most illegal immigrants jailed in the county get
released.

Ten percent of 1,939 noncitizens booked into jail over the last month
were targeted for immigration proceedings, statistics show. Of the
rest, most are illegal immigrants who will not be deported after their
release.

"If they don’t even pick them up from jail, why pick them up from a
(drop) house?" Sheriff Joe Arpaio said Thursday. "I’m not going to
bad-mouth the immigration agents, but maybe this should be looked
into."

Arpaio said it should be a no-brainer to retrieve illegal immigrants
from jail.

"This county has a lot of money," Arpaio said. "If they’re going to
get serious about this, let’s not complain and say there’s no
resources."

Russell Ahr, a spokesman for U.S. Immigration and Customs Enforcement,
said the agency simply does not have the manpower to pick up and
deport every illegal immigrant who passes through the jail".
