Default Rack

I'm planning to get a road bike for commuting and I want to get one with a Rack for panniers.

How do I tell if I can mount a Rack?

Okay, I might remember enough bike anatomy to explain this in writing....at the rear drop outs, I think that's the word...where the rear wheel attaches to the bike...there are little holes where the rack is mounted.
