Default Gearing a Hitchhiker/Trail-a-bike

I just bought a used Hitchhiker, a Trail-a-bike wannabe. It's got a
one-piece crank with bearings, but no chain or chainwheel, just a friction
pad. 20" front wheel in back. I think the short cranks are a good size
for my niece, but I'd like to gear it so she can pedal with me/us. (a lot
of our riding is tandem) Assuming a sustained 15mph cruise, (subtracting
about 3mph for the Hitchhiker) and a 20" wheel, what kind of gearing should
I have? I'm probably going to go with a 5 speed freewheel, rather than
trying to scrounge up a BMX freewheel, but I might not do shifters,
depending.

You want a gear of 26/20 x (whatever gear you are using on the 26" wheel
towing bike), or use 27/20 x (whatever gear you are using on a 27" or
700c wheel towing bike).

It would be simplest to put the same size freewheel on both the trailer
and the tow-er, and use a chainring of a larger size on the trailer.
Use the above formula.
