Default Tuning Dura ace brakes

is it normal for one to be able to use his hands and turn the whole brake from side to side? I notice that i can actually turn it to the point where the left or right brake pad touches the rim.. if thats the case .. how do I align the distance between the pads and the rim ?

you can fix that by tightening the bolt that holds the brakes onto the frame

as for the distance just push it around till the gap between left and right pads and the rim is the same then tighten the bolt

I've have same problem with my frontbrake. I know the solution should be tightening the bolt in the fork, but it's a carbon fork and I'm affraid of damaging it. Any ideas how to solve this?
