Default derailer tension

i have a problem with my shinamo deore rear derailer, rear derailers are meant to provide tension on chain, and mines isnt providing me with a enough so my derailer and chain rattle about damaging my swing arm and causing my chain to jump,

i'm hoping theres a screw or nut to tighten to solve my problem, i dont think the derailer has simply worn out as its not very old,

all help much apreciated

Are you in the small ring in the front and some of the smaller rings in the back when it's slapping?
