I recently purchased a Trek 520 with 700x32 tires. I've looked through Performance, Nashbar, Pricepoint, etc., and all have road bike fenders that mention they will fit up to a 700x28 tire. Will they fit with a 700x32 or 700x35 tire? If not, where can I get a pair of good fenders that will fit? The bike is also being fitted with front and rear racks and arkel panniers, if that matters.

Sure, they should fit. The 520 is easy to put fenders on, and the narrower ones will still fit, but I'd look for some wider ones if I were you. I've got a set of Planet Bike fenders on mine. They are supposed to fit up to 35mm tires. I used to have a narrower set on, but I definitely like the wider ones better.

Yup, the 45mm wide ones are the ones you want for the 520 with 32s on.

At the front end of the rear fender, there is a clip that grabs onto the chain stay bridge. Before mounting the rear fender, I suggest tightly wrapping a short piece, maybe 2 inches, of electrical tape around the clip. Wrap another short piece of tape around the chain stay bridge. Otherwise, the clip can scratch through the paint.

PB's Freddies on my 520 running 38mm Schwalbes for 3 years now. Clearance is a minor issue on the front fork. My advice is to cut off the section of the fender that extends in front of the front fork or you'll have trouble with minor mud and stones imbedded in your tire tread.
