Default entry level bianchi

hi all.. i'm a mountain biker just getting an interest in track biking and i'm looking to get/build a bike. i've ridden my friend's chrome bianchi pista and i love it.. and its pretty cheap too. so my question is this... do you think it's a good entry bike? would it be wiser to buy the full stock bike or just the frame and build it up? i want to try and spend less than $600. by the way.. does anyone know where i can JUST the frame?

I have one, and without anything else to compare it to,I like it. The wheels are a little flimsy , but I am a bit heavy. Stock seat is......lame. and I have no idea what cleats fit the stock pedals . I replaced all the above. BTW check ebay . There is some better used and new stuff for the same price
