North Korea is preparing a second nuclear test as a response to the U.N.'s sanctions.

The official says that activity at a second nuclear site in North Korea is looking very similar to activity seen at another site just before the October 9 nuclear test.The official said buildings and other structures are being fabricated at this second site, possibly in an effort to hide activities from spy satellites. (Watch what U.S. intelligence is finding at possible test site -- 1:46) "It would not be unreasonable to assume the North Koreans are planning a second test," White House press secretary Tony Snow said Tuesday. The intelligence official said there are also reports of statements from senior North Korean military officials saying that the government intends to conduct multiple tests.Activity is also being seen at the site of the confirmed nuclear test, the official said. It's not clear if that activity is cleanup, maintenance or just wrapping up the testing there. Pyongyang on Tuesday called the United Nations sanctions resolution approved after the first test a "declaration of war." North Korea's Foreign Ministry said in a statement carried by the official Korean Central News Agency that the country wants "peace but is not afraid of war." Comments?

These are small tests and conducted by expert scientists. By all accounts, North Korea has progressed to the point it should be able to deliver its nuclear missiles on actual warheads very shortly.
However, North Korea made it clear it would never instigate nuclear war and its weapons program is defensive only. Personally I think the U.S. should talk to North Korea and use some diplomacy. These people are not really so crazy as has been portrayed. Quote:

Objectively speaking, why would any country considered to be enemy of Washington obey this nuclear anti-proliferation treaty, when Washington is not significantly reducing its nuclear stock pile, allocating more money on the next generation of mini nuclear bombs along with that go it alone attitude in international affairs? Maybe this sub-1kT nuclear bomb detonated by NK is exactly what Washington wanted to develop themselves. Anyway, putting the evilness of NK or US aside, the whole "I can have it but you can't" NAP arguement just doesn't make sense, even to a primary school kid.

Perhaps NK could suggest to the US that if Israel gets rid of its nukes...NK will too.
That won't happen naturally.

What the present Bush admin is trying to do is to not change its own position nor trade its position, but leverage Japan/S Korea/China/Russia to use their resources and political capital to benefit US's objectives. Well, this US policy has worked so well so far that N Korea is going to explode a second nuke! Maybe that's what Cheney et al has always wanted...
