Default Saddle position and cadence in Time Trialing?

A the moment I just got a new bike for Time Trialing and I am riding it with the saddle at the same height but 1 cm futher forward than my road race bike (is this right) I can really feel the difference in my legs pushing a big gear in this position (its hard work) will this help my speed being futher forward or am I going to lose the benefit with this saddle position going up hills. How far forward or back should it be? Also how low should you let you cadence go on long drags into a head wind mine goes below 80 in the big chain ring (53) is it best to drop to the small ring (39) at get it back to between 85 and 92 cadence its a shock going from 80 to 90 reps for my legs anyone got any thoughts many thanks.
