He writes that UCI has only done 20 OOC tests since last summer, while they said they were going to do 500.

Does anyone know where he gets these numbers from?

If it's true, then UCI is in need of a pretty fucking good excuse, IMO...

He has to be referring to the numbers that came out last year. The UCI was supposed to do hundreds of OOC tests but had only done twenty or so by the middle of the year. Maybe they did the rest in the latter half of the year but it seemed suspicious.
