Default tire clearance

I have Specialized Langster and the stock brake calipers don't allow clearance for much more than 700x23. I would like to put on 700x28 tire for the crappy streets in my city. Can I change out the brakes to long reach or something to get that clearance or is it the frame that wont allow it?

It's the frame. The problem is not the distance from the brake bolt to the rims, it's the clearance between the rims and fork crown or seat stay bridge.

If you can't use 28s, try 25s.

I was worried about that. I'll try to find some 25's that will fit
